Predeployment AT Procedures/Requirements for Travelers in the USPACOM AOR

  1. Prior to deploying or traveling to countries or areas within USPACOM AOR, not part of the United States, its territories, or possessions, units and individuals must complete AT predeployment requirements. All personnel will:
    1. Consult and follow AT instructions in the latest Foreign Clearance Guide (FCG) (DoD 4500-54G), including applicable theater and country clearances.
    2. Complete all training as outlined below.
      1. Complete certified AT Level 1 Awareness programs annually; delivered by a certified Level II instructor or via the JCS Online Awareness training (see the instructions at the AT Training Page). Document completed training at the deploying/TDY organization's administrative section.
      2. Within 3 months prior to travel or deployment, all personnel must receive the deployment location's current threat and intelligence information. This information will include: current threat level, history of anti-US, anti-government actions, modus operandi of terrorist organizations in the country, projections/assessment for future terrorism directed against DoD, and cultural aspects of the country/ies visited.
    3. Develop a force protection (FP) plan prior to deployment. An FP plan can be as simple as a list of emergency contact numbers, or as elaborate as needed to complete the mission. Click here for an example FP Plan.
    4. Ascertain the latest country threat levels and FPCONs. Refer to the USPACOM Weekly Antiterrorism Update message. This is the web-ready unclassified excerpt from the full message. It is updated weekly.
      1. For travel to countries with a terrorist threat level of MODERATE or higher or criminal threat levels of HIGH or CRITICAL, the FP Plan must be approved by a general/flag officer in the chain of command, except to US or US possessions
      2. For countries with FPCON Bravo and above, there is a mandatory "Buddy Policy". The "buddy" must be identified on country clearance request message and can be a DOD person, family member, civilian, or someone already in country, including Foreign Service national, or host-nation point of contact.
